MLS Changes Young International DP Rules
Essentially, MLS sees the need to bring in younger international DPs. To promote this they will half the cap hit for international DPs under 20, and reduce the cap hit for those 20 to 23. This is an interesting move, but not one I'm sure really is going to push the ideal they hope to see to fruition. Thoughts?

MLS will be beefing up it’s own international scouting to supplement that of the individual teams. Do you think this helps the case for trying to bring in younger internationals who could be stars in a few seasons in the MLS?

Baby steps
In the right direction…I mean, I’m glad that considering that everything in the league is, well, MLS-centric I’m glad they realize that the burden cannot be solely with the respective clubs. If they want to use a system similar to the allocation system to perhaps negotiate loan deals or non-DP international deals it might be something to consider in the future. The cap scale for youngins’ is interesting but doesn’t of course give a huge relief to most teams. I suppose its a first step in the right direction…of course, teams need to show some ambition in going out and finding talent that is U23 for the right price to really take advantage, but I think we’ve shown enough recent examples that its entirely possible.
For me the takeaway is it raises the profile of MLS as a stepping stone and proving ground for perhaps unproven talent that wants to stand out from the pack in some nations (particularly Africa and South America) but probably doesn’t warrant a huge investment yet from larger European clubs.
